Malta timelines. What does it all mean?, page-13

In MXC's initial announcement re Malta they described the arrangement with the Maltese Govt as a "contract".
Later into 2018 MXC began to describe the arrangement as a "letter of intent" and also repeatedly talked about waiting to sign off on a formal contract before construction commenced. At best MXC initially exaggerated the status of their arrangement with the Maltese Govt. I dont have a background in the corporate world so i dont know if this sort of behaviour is standard. Storm in a tea cup? Relax Rick? Help me out here.
Most MXC followers would however agree that this company is fairly loose with some of the statement's contained in its releases. Personally i dont feel reassured by companies that do this. I'd like to see a fresh update from MXC and some plain talking about where the Malta project actually sits.
