with all due respect, the Malta prospect is not one that can be guaranteed - I held this stock 4 years ago and followed the previous round of talks. The foreign ministries of the respective parties were supposed to have a solution in place in March last year (or was it the year before?).
There were positive noises etc. but bubkis on the action.
As to valuation, I recall seeing $16/share on PCL. Nice one if you can get it.
