I can only guess and say that you are dealing with the Mines Department which if course is a government department and therefore things just take longer than expected
And there is nothing you can do to speed things up
There is no ‘express service’ available
and even the actual timing of the EL being granted (MAN reckons late October) is just a guesstimate but probably an informed guess
