Its a tiny community of around 500 odd (Peine) from what comes up on my research. There's also Tilomonte which looks like it has a population of two dozen or so. I'm just going by the size of each settlement from google maps. Full support of the community is code for ensuring that the community benefits too. The hold up I would assume is in getting to a bargain in which all parties are happy.
