That is incorrect ASN has 2 sets of water rights one for GRP and one for PBP both sets of water rights can be extracted from either river .
As for the "Brine Extraction Rights" ASN has them already in place over at the PBP via legacy claim ownership the had them in place also at GRP but required a resining of the land and as a result a new submission for commercial brine extraction rights as well as a temporary permit to extract brine.
The temporary permit remains in place and is being utilised currently the commercial scale permit was awarded but now is being further reviewed before being awarded again .
FYI it will be awarded again as Utah Gov and its agencies want it to be awarded they want it more than ASN IMHO .
Again all a matter of public record - what "water" rights ASN has and what "Brine" rights ASN has are all in ASNs Announcements further supporting documentation as @jnene has stated are available at Utah government agency websites as well as others .
