An optimum fluid/gas result in any reservoir is the best flow rate combined with the largest sweep radius. In sedimentary rocks this is estimated by the porosity (what % of the rock is not rock) and permeability (in simple term have well these pores are connected to one another).
In many sandstones there is decent porosity but limited permeability. A well designed frac will connect some additional pores (without breaking the top seal) - sometimes with fluid injected with pressure (think power wash) and sometimes with a sand propant to hold the cracks open.
Most operators attempt to flow the well without a frac (why spend money when the reservoir will perform naturally), and the fall back on stimulation techniques sometime in the life of the field when it makes economic sense.
One advantage is that the project is in traditionally conservative Utah and not in a blue state like California (although most counties in Cali allow fraccing - they just keep it quiet like South Australian).
