pg 2 of the announcement states that the purpose of the request for a TH is for a capital raising.
I think that management has plenty of cred and imo it doesnt matter in what form the CR comes. placement is quicker and cheaper for the Company, besides the sp usually drifts close to any placement price so s/h usually have a chance to pick up stock close to the discounted price anyway.
