The small dog trial numbers had nothing to do with "do no harm".
They had everything to do with finding eligible dogs (ie with the "right" disease type, no complications) and that had not received any treatment whatever, and this for an unproven treatment which had to get vets suggesting it to their clients..
It's a problem that's become a big issue generally, not just for this dog trial.
