I did read that too, but that's why I made the point about privatising Australia Post. Besides the point, there are other companies other than Australia post that are at our disposal. I personally don't mail with Australia Post.
Maybe start off by having an agreement/partnership with say Mail express or DHL. Where by they can use the system to save them having to make the trip again the next business day if the customer isn't home.
Thoughts?
