Nope, international trade still won't be allowed. Cannabis is unfortunately on the United Nations Single Convention Against Narcotic Drugs (alongside heroin). Until it is removed from this list cannabis for recreational purposes can't be imported/exported. Medicinal is allowed but that's it.
The reason above is likely why Germany back-tracked on allowing imports for their recreational market.
