Here is as overview of what is required for a resolution to be put by shareholders at an agm:

"The submission must contain the draft resolution, any supporting statement (1,000-word limit) and proof of ownership. "
So, 5% of holdings OR 100 shareholders, a signed submission in hard copy sent to the company. I would suggest this needs a lawyer to make it legit, and a call out for shareholders.
If anyone decides to kick this off, then I have no doubt you'll get 100 of us to sign on.
