Obviously Carlos Padilla is seeking local popularity among those who feel aggrieved and left out of the benefits that OGC has provided in the local area. I think we can remain hopeful that the FTAA will be approved. OGC seems to indicate that they are working on and are hopeful of reaching a final agreement. Given the current economic circumstances you would think the Philippines government would get on with granting the FTAA given that two important government agencies support OGC's application.
