Padilla and Duterte may well want OGC to abandon the Didipio mine so they can then sell it to their friendly Chinese mates, and pocket heaps along the way, for themselves. You have only to look to the "reign" of Marcos and Imelda to demonstrate the scenario. After all, Imelda was known as the greatest miner to inhabit the Philippines -- "That's mine, that's mine, that's mine, that's mine ...." never ending.
