I see your point and I agree with you in that scenario.
But a fund could have many products allocated to the ASX300, ASX200, ASX100 etc.
There is nothing wrong with them transferring shares between their different product offerings when a company moves between indexes, which is in effect transferring from one account to another.
Its an ugly rabbit hole they all live in. And as you say the "regulators toothless".
