More votes and seats in the city. Only an opinion but I suspect the sitting NSW Government won't want this approved before the election as they don't want to lose more seats to the 'greens' especially in city electorates. They'd also rather go cap in hand to the Federal Government screaming out for more GST than do the hard yards and develop resources.
