Shorting stocks outside the ASX 100 should be banned. Stocks with small market caps and weak registers are easy prey to vulture funds that look to short them or larger institutions that can bully a stock lower (which I do think is the case with SBM aided by dismal management). This type of manipulation does not serve the market well and profits usually go straight overseas.
