The Cities and farms of the east coast of the US are sinking according to NASA. This would explain the more frequent flooding in that region and no change in most other areas. Water will always find its own level after all.
Interesting that the EPA never considered this in their report. Perhaps it shows how inadequate they are at the whole truth!
