Lets look at a rainfall guess from the BOM when they issue stuff like 95% chance of rain or 65% chance of rain, or 5% chance of rain??????. Seriously, lets think about it.

Lets look at the 95%, lets say it does not rain, are they 95% wrong? 100% wrong??

What about the 65% one, same question?

How about the 5% what if it rains? are they 5% right, or 100% right?
