    They wont dump - it is a BS play that they have been tying for a few days. Chart wants to go minimum 3 but there is also a nice 5 cent resistance line on the 3 yr chart. (with a massive spike in between). Market may be punting that this "3rd party" is serious in ICG. The permit is a clincher strategically - not just for drilling, Maybe an early mover play.......
