You mean like happier, less stressed people everywhere? Mate you should be paying to supply them with free weed. AFAIK it's only people who abuse the plant for years on end that end up a bit useless. And while there is some kind of link between cannabis abuse and real psychological issues the link is poorly understood and NOT causal and seems limited to people who have a family history of psychological issues anyway. No reason to punish the 95% for the sins of the 5% and it helps NOBODY to punish them simply for disobedience, that's what tyrannies do after all.
