Specifically the Navy times said that the trial would be over by October and teh new FR uniforms would start rolling out in next Fiscal Year. The impression you get is that they will move quickly once they get their appropriation as their current FR isn't very good.
Remember that the US govt departments must be funded (have an appropriation) before they buy anything, so they cannot buy any new uniforms until the Military budget is passed...(Which appears certain as all candidates seem to support it) in/after October
