But questions need to be asked.
If getting the wells running is so cheap, why wasn't it already done?
Why has it cost in excess of $100M so far and only another Few hundred thousand to get the place running?

If the capital raised is to prove to the department that it can execute the plan, and spent on executing the plan, it will be in violation of a court order with Iowa Tanklines.
They must fulfill the agreed court order first.
They must pay their debts as they fall due.
