I think the announcement was very clumsily worded. I think the '12 month period' just refers to the fact that under the ASX listing rules, NMS is allowed to offer a SPP to each investor a maximum amount of $5k in any 12 month period.
They are NOT saying that they will have a SPP, and you will have up to 12 months to make up your mind. (This would in fact amount to giving holders a 12 month option for nothing).
(I do not hold nms. I am just trying to learn from it's investors).
