Underline...also... they have completed a PFS and are working on a BFS, as long as the drilling has been done and they are confident of the economic factors associated with the recovery of the ore body then you can have experts work out a reserve.
REX don't decide what number to put in the reserve, outside consultants do based on information they will obtain from the mining plan and design guys.
Again - go do some proper home work.
