If you dig more, this didn't happen randomly. All these people know each other. After Consol Stepped in, William Rouse, chairman from SMN became a Substantial Shareholder, then Muhammad Qubbaj bought 11% of the company. He used worked with T oby who is also director at SMN. After that Cfoam selected by DOE, the lady who was in charge from DOE used to be director at Consol. If interested can do more research then you find more.
