That’s correct. Without FDA clearance they are not allowed to market the product in the US. This clearances give marketability which in turn increases potential revenue.
Not only that, commercialisation will come without a doubt in my mind.
Also an agreement on price between manufacturer(AT1) and distributor(LDX) should be in the coming weeks.
