market depth question

So, I get the general idea with the market depth, but as I look at it this morning I see that there is exactly the same number of shares in the buy line at 26c as there is in the sell line at 26c.

Is this the same seller and if so what is the motivation for buying and selling at the same price?

Is this some sort of weird manipulation?
Aeb doesn't strike me as a stock that would be prone to such goings on.

Any ideas would be welcomed.
