The way it is working according to me is by selling down when the sell stack is thin to entice more sellers to place sell orders. Then ripping up the buying when the sell stack at each of the price levels is fat enough for decent size accumulation.
Notice how it jumped from 42c on Friday close to 46 c on Monday when the sell stacks had half a mill shares at each level or so. For no apparent reason.
