Its all about cash flow people! Lynas needs to start producing and selling rare earths which will de-risk the commissioning phase. There is a lot of risk during this stage which causes delays etc. Then there is the election and any future court cases. Mind you Lynas only has a temporary licence so there's is risks with that too.
Its a simple process and everyone just needs to be patient!
