I once bought 2 units in 1999. I was adviced not to because there is no land content, so no potential for subdivision. I wanted no fuss, strata kept the gardens and all external maintenance. They both returned 345% within 8 years. I guess opportunities present against 'property rules'.
York also has some good land, serviced with ammenities. I guess $80k is doomed to fail :))
