Downtrend??? I think you need to learn about Charting.
Silver began its bull market run in Sept 2019!
It is clearly been in a uptrend phase since March of this year but is having a breather for its next run.
Bull markets by definition buck people off the ride as there is significant pullbacks during the longer term uptrend, one just needs to zoom out from time to time.

In regards to the low cap equities one could sit on the sidelines and wait for the wider market to correct as that is what it will take for these stocks to truely start moving.
However if they make a significant discovery in the meantime you might miss out on some easy gains with these super low market caps.
