I'm from Germany and sadly cannot help you fix this.

The one instance I can remember when short selling was banned in Germany by the BaFin (regulatory body for financial institutions and markets) was the Wirecard scandal.
For about ten years there were public rumors (internet forum posts, later hedge funds reports and finally several big articles in the Financial Times) stating that there was something seriously wrong at Wirecard (a huge financial services provider and former DAX30 company), esp. with their financial reporting. Because this led to falling stock prices, BaFin was investigating... initially not Wirecard (as they should have), but the other people (including. the FT journalists) that "spread lies" (market manipulation) and profited from short selling.
When (after the FT articles) police searched the offices of Wirecard in Singpore, BaFin banned the creation/increase of short positions for two months. Wirecard had around 2 billion Euros missing and was bankrupt. (The scandal was way more colorful as I could summarize here, e.g. the fraudulent CEO being an Austrian citizen and a Russian spy who is still on the run.)

Turned out that 78 employees of BaFin (the regulatory body!) themselves were playing with Wirecard stock and maybe had their own interest in mind when banning short selling and going after whistleblowers. One was convicted of insider trading.

tl;dr: The one time short selling was useful (for market efficiency), it got (temporarily) banned by the regulator body in Germany, while some employees were privately playing with the stock themselves.
