Why is that a market manipulator?
It could be someone who doesn't want the share getting shorted and hence putting a sale order in to prevent that - or someone who is satisfied at 10c. Surely there's nothing wrong with that?
If that person really was a manipulator, I don't think they'd even put that order in - using bots are way easier, and in stealth too.
