A complex framework (e.g. permits, taxes, access to infrastructure) is governing any possible national strategic extraction considerations.
Aggressively hiking taxes over night is nothing but an act of expropriation = a gross violation or property rights.
Today it is coal, tomorrow they may come after something more dear to you.
