Mineral and energy resources belong to the nation and companies get rights to exploit them. The nation needs to get the bulk of the benefit of the exploitation of the resources, cos once they are extract the wealth is gone. If it gets left in the ground for another 10-50 years, no problem, it will probably be worth more to the nation then.
