one thing i have been considering is its all well to say rig utilisation is x%, but i assume you actually need people to man/operate said rig. Perhaps they are more interested in the gradual deployment to ensure staff are trained properly to ensure no accidents like the folk at bp in the gulf? therefore an orderly growth in utilisation rates makes sense, plus as bottomup points out this also leaves capacity to be rationed when there is a shortage next year
