Thanks for that Marcs, you did well to even find it. It is obviously just a draft website for look & feel evaluation only by the client and not intended for public viewing yet as it's hosted by the graphic design company. I'm a graphic designer and this is the the way I do it too. It's probably been online for such a long time that it's become indexed by search engines and I guess that's how you came across it. Maybe they want too much money to complete it and hence the delay. It's better than what they have now I suppose but is very bland with no wow factor at all. It could be a site for just about any old business - a "stock" website look. All imho of course.
