I don't live in Australia and don't vote.
As for your idea:
a) Subsidizing the bush (LNP ~$37.500/apprentice) in general is OK, but I don't think that this particular tax scheme will reach the neediest & the more deserving areas.
b) Lab's model is a direct education funding program.
Prefer tax, funding and subsidies which are clear as waterfall.
