note in each of those IP adress ranges there are 65536 different individual addresses.
I'm on IINET which anyone could tell as the first two digits of my IP address are amongst those that IINET use. IINET have at least 20 of these ranges, and as my is dynamic can be allocated from any of those each time my modem logs in or reboots.
Therefore I "share" the first two numbers of the IP address with about 1 million other users, so if another comes up with the same range it means nothing. I also occasionally post from work - another set of IP ranges.
You need to know all four digits of the IP and who was logged onto that at the time (which no ISP will tell you) to be able to make such claims (only the police have access to this info and even then only with a warrant for that particular address).
