You do not need a high IQ to be a good shot with a rifle. It is very easy to kill a lot of people in a small shop with a semi auto and a bag full of guns.
I don't agree with what Howard did after that. Licensed firearm owners are not responsible for firearm deaths. Do you think the outcome would be much different today if someone walked in to a shop with a bag of bolt action rifles instead of semi auto? You can still shoot them off extremely quick and more accurately. He banned pump action shot guns while allowing lever action. Where is the logic in that??
Firearms that are used in crimes are not licensed! You could ban firearms tomorrow and the criminals would still get their hands on them very easily. They are imported in many parts through various containers and then sold on the black market.
