The problem with the Melbourne outbreak was that someone forgot to overlay the security contractor's work with a necessary layer of quality assurance. Quality assurance and compliance frameworks are a 101 of government procurement. I don't know why these processes were essentially omitted.

The maths of the virus ensured a reignition of the pandemic from the moment we knew that a security contractor had passed the virus into an extended family whose members then passed it into other extended families.

2 Weeks ago, Melbourne could have beaten the outbreak with a 2 week lockdown. Failure to react quickly and failure to mandate testing ensured a 6 week lockdown. Many businesses won't re open as a consequence.
