That all depends on where you drew that line. 0.15 and 0.18 are the major lines I can see (18 is a significant historical line of resistance - so, I can't see it 'breaking out' of anything just yet. Furthermore, for it to be considered a 'break out' it needs to close above a line of resistance, with strong volume. It is piss-poor volume. If anything, this is a 'fake out', trying to get newbies to throw their money over to the people who are actually making money...
