Placements are done off market, so no that's not what it is. This is most likely a transfer of holdings between entities, perhaps someone is taking advantage of the lower shareprice to minimise capital gains by transferring now.

Obviously this has been done by a large holder, although slightly below the substantial holders threshold of 5% of total issued shares. That said, it this person owns more than 5% of shares (i.e. beyond the 6M that were XT'd) then there may be a change in sub's holding notice.

All in all however, in most cases this is nothing to get excited or concerned about.
