i bought around these prices and held off on buying more because they do need capital

End of last quarter they had $196k left in the bank
forecast spend of $228k
But i was confused why twinturbcelica said "And no, you will not get to participate."
is the raise only going to be to management or 1 institution?
is this already known?
that was reason for me asking as if this was known most people would be buying on market and not waiting
