NO Capital Raise to all SH by PGY - Only Placement
My guess is that PGY do not Capital Raise short term to all shareholders but a Placement 'Issued under the Company's Placement Capacity'.
Then when the share price is higher PGY go ahead and do a Rights issue.
This would make sense anyway in my opinion to minimise dilution and raise maximum funds.
