When I had PRR they sat on negative P2 full results as management down played the importance of them. They had enough funding and were already progressing through P3 trials when "nill-effect" results of P2 were released at the same time as a positive announcement.
Not saying that is what is happening here but it gives a reason and a precedence for the delay.
