Believe mraligator is refering to the fact this will be formalised mid August.
And no - I don't believe this is priced in at even the slightest.
Trading below 1c... at only $13m mcap.
These guys basically had a cashflow positive quarter with over $4m in receipts for quarter - that alone is a sufficient case to have sprung this above 1c.
