If you choose to hold greater then 20%, perhaps try a wrap super fund like AMP MyNorth. I believe you can invest as much as you want. Once you pay the brokerage you only pay the admin fee so it isn't Really expensive, potentially even lower cost for fees. Of course DYOR.
It's definitely nothing to do with government regulations. It's the trustees decision to have this restriction in the interest of protecting members from going 'all in' and losing all their super savings. Of course that shouldn't happen with PLShowever again DYOR!!!
