I'm not sure if I understand your question correctly, or I may have misunderstood Mark, but I believe there is a payment per Mastercard card-holder that has access to the FRX 'perk', regardless of whether or not they ever use the service. The fact that the service is simply offered to a user as a perk, results in a payment to FRX (I imagine it would be very small per card).
You are right with the rest of your statement, that if they do sign up to a data plan, then they become a regular FRX customer (albeit with a commission back to Mastercard).
