Not everyone will apply for the same amount. Some might have already picked up on market most of what they want at the SPP price as insurance against a big scale back due to over subscription and apply for less or none. Also if a scale back operates then the allocation will likely be proportional to the number held at record date according to offer doc so smaller holders will not get much irrespective of what they applied for.
